The console could not start

The client bundle did not load. The usual causes:

1. The client was never built — run npm install and then npm run webapp:build.
2. The backend is up but is serving a stale target/classes/static — rebuild the client.
3. A network or proxy error during npm install left the dependencies incomplete.
